Handler for GET /_matrix/client/v3/account/3pid (See https://spec.matrix.org/v1.15/client-server-api/#get_matrixclientv3account3pid).

Gets the list of third-party identifiers that the homeserver has associated with the user’s account.

NOTE: It is always empty because the server does not support 3PID.
