Handler for POST /_matrix/client/v3/rooms/{roomId}/receipt/{receiptType}/{eventId} (See https://spec.matrix.org/latest/client-server-api/#post_matrixclientv3roomsroomidreceiptreceipttypeeventid).

This endpoint is used to update the read receipt of a specific room up to a given event.
