Handler for GET /_matrix/client/v3/rooms/{roomId}/state/{eventType}/{stateKey} (See https://spec.matrix.org/v1.15/client-server-api/#get_matrixclientv3roomsroomidstateeventtypestatekey).

This is the endpoint used to fetch a single state event of a room using its type and optionally state key.
