Handler for POST /_matrix/client/v3/rooms/{roomId}/read_markers (See https://spec.matrix.org/v1.17/client-server-api/#post_matrixclientv3roomsroomidread_markers).

This endpoints allows setting the position of the read marker for a given room, and optionally the read receipts location as well.
