Handler for GET /_matrix/client/v3/thirdparty/user (See https://spec.matrix.org/v1.15/client-server-api/#get_matrixclientv3thirdpartyuser).

Retrieve the always empty array of third-party users from a Matrix User ID.

If the user does not exist, a 404 - Not Found is returned. Otherwise, returns an empty array since there are no supported third-parties for now.
